First issued in 1794, the Flowing Hair dollar was the first dollar coin that was circulated by the U.S. government. The silver dollar was minted in 1794 and 1795, and its design was based on the popular Spanish dollar which was being traded in the Americas at that time. Its metal composition was 89 percent silver and 11 percent copper. The first U.S. Mint was established in Philadelphia in 1792, though gold and silver coins did not begin production until 2 years later.

The Flowing Hair silver dollar was designed by the mint's Chief Engraver Robert Scot, and was replaced by the Draped Bust dollar in 1795. The Flowing Hair dollar is considered by collectors to be among the rarest and most valuable coins. Just 1,758 were minted in 1794, jumping to 160,295 in 1795. There are a few variations in the second year, including "2 Leaves," "3 Leaves" and "Silver Plug."
