At first glance, this coin appears remarkably similar to High Relief business strikes. It's distinction as a proof is mercurial, obscured by a haze of uncertainty among both collectors and experts. According to Heritage, the telltale diagnostics for this proof-and-not-proof are "A heavy die line that runs through the base of the Capitol dome. Swirling die polish lines in the space between the eagle's wing and neck". Vertical die lines are visible on the raised rays of the sun, especially on those rays from the eagle's midpoint to the right.'
